Shape it with us
Policy is better made with the people it touches. This Plan is a citizen's offer, not a demand. Every proposal says what it asks, of whom, and what it costs, so anyone can test it.
So read a proposal. Check its numbers against the Library. Tell us where it is wrong, or what it misses. Every correction makes it better.
Nothing starts at a pilot centre without its hawkers' consent and at least 100 people across the cluster signing in support (§6.2). Signing up as a supporter is how we count them.
